Issue with tier 2 company actions

Has anybody else noticed the tier 2 actions turning into tier 1 actions on their own? I purchased all new actions when my FC hit rank 8, so we had all tier 2, and I've been noticing that some of the actions earlier were back to tier 1, am I the only one with this issue?
