Ctrl+# makes it go to that number. To remove it, go to Character Configuration [K], Hotbar Settings, and uncheck Enable hotbar cycling button. To remove the keybinds, go to the Main Menu (ingame), Keybinds, System, and disable/change Cycle Through Hotbars (Up)/(Down) as well as Switch to Hotbar 1/2/3/4/5/6/7/8/9/10
