Heel command exhausts the Whispering Dawn cooldown without performing it

What: The SCH's pet Eos will exhaust the Whispering Dawn cooldown without performing it.
How : Put pet on Obey stance. Click Whispering Dawn then immediately click heel.
why: The skill goes into cooldown status well before Eos actually performs the action. So any other command given in-between, like heel, will cancel the skill but still keep it on cooldown.

Expectation: Pet commands should stack. When I tell it to cast whispering dawn then Heel. I expect it do both in that order rather than cancel existing commands.
