Best non-legacy server?

I'm currently looking to a more populated world, are there any out there known for having low dungeon wait times?

I doubt changing servers would effect that, considering SE said each region's server DF are connected, so as long as you're in the same region, you'll have the same wait time. But Midgardsormr is really populated
