Vote kick anonymity

Hello!

I seem to remember from a while back that if someone initiates a vote kick in a dungeon that you would see both the name of the person being nominated as well as the person doing the nomination. I could be remembering this wrong, but I think it said something along the lines of, "So-and-so has initiated a vote kick for..." and it would list the reason and the player up for kick. In fact I'm sure of this, because I reported someone for misuse of vote kick to obtain loot and was able to specify who initiated the kick because I was able to see it.

However, I ran CT yesterday through a join in progress duty finder and joined in the middle of drama. (Don't ask, I wasn't able to figure out what it was about, just witnessed the aftermath.) Between every boss battle, someone was initiating vote kicks against multiple members of my party over and over, despite the party declining them. There was no indication of who was starting the vote kicks in the vote kick interface. It just started with something like, "A vote kick has been initiated for..." and then listed the player being kicked and the reason.

I have a few questions about this:

1. Is this specific to CT only? If so, can it be put in please? I'd like to know who to report for harassment, since it was definitely harassing because of how many times it was spammed.

2. If it's not specific to CT and vote kick anonymity is in all dungeons now, can this change be reversed or at least explained?

3. How does vote kick work in 24-man content anyway? I know that the vote itself is limited to the party of the player up for vote, but who can initiate it? Does it have to be someone from my party, or can the alliance leader also initiate a vote kick on any alliance member?
