I've done some extensive research on PPP, and here are the results:

PPP NQ and HQ Stack
1 PPP (HQ) has a 1m48sec CD
1 PPP can be casted off the GCD
1 PPP must be casted in melee range
1 PPP breaks Melee Combo skills, so make sure to cast them before or after the combo starts/finishes
1 PPP (HQ) does an average of 49~51 dmg per tick
1 PPP (HQ) does 5 ticks over the duration of 15 sec
1 PPP (HQ) does on average 250 dmg over 15 sec
1 PPP (HQ) can have its duration extended by Garuda-Egi's Contagion Skill, therefore doing more ticks (50dmg per tick)
8 PPP (HQ) does on average 2000 dmg over 15 sec

Conclusion:
Tanks & Melees should always use PPP, since there is no downside to it.
However BLMs, and Healers should refrain from moving to apply PPP, with the exception that, if you are already in melee range, then just do it.

PPP overall seems mediocre, but although it does less dmg than I expected, it's still a useful off the GCD tool to use for the extra dmg, however small it is...
