Story Quest "Influencing Inquisitors" Unable to interact with NPC

Steps:
I started the quest and as instructed have began to "question the people of Whitebrim Front". I have been able to talk to 3/4 npc however the final one Joellaut doesn't have the quest mark over his head and I can't talk to him.
I've tried logging in and out and it still doesn't work after 3 days.

Connection Specs
I'm using a WiFi Connection ( aprox speed 90mps), Ps3 is Super Slim (500GB)

I have the same problem... I hope they'll solve this bug quickly, it's kind of frustrating being near lv 50 and can't do anything :/
