SCH Quest "In the Image of the Ancients" Unable to interact with NPC

No one seems to be able to speak with him. Needed for obtaining SCH boots and progressing in SCH questline. Have tried logging off and switching classes and equipment, etc.

This issue occurs during the level 45 job quest for Scholar: - In the Image of the Ancients
The task of the quest "Ask Beli to Finish Redolent Rose's work" is not able to be completed as, when attempting to interact with the NPC, nothing happens.

As the above two posts stated, not an isolated event.

Still an issue. Can talk to him as other classes, but not SCH. Spoke to several other SCHs in the area that were stuck on this step as well.

NPC does not react while I am a SCH, bar goes black for a moment and then nothing. As other classes I get the expected menu with:

In The Image of Ancients
Small Talk
Nothing.

Clicking 'In the Image of Ancients' does nothing at all. It should open the window that tells me I don't meet the requirements for the quest. Clicking "Small talk" and "Nothing." both work as intended. Again, this is only when clicking on the NPC as any class other than SCH.

I'm also having the issue. I would like to add that I have tried it on the PC and the PS3 versions as that hasn't been mentioned here yet.
