I am having the same problem too. I can select him but can't get him to talk. Looks like we are stuck for now =[ Please post if you find a workaround

I can confirm the NPC is also bugged on Gilgamesh. Don't want to out-level the story quest, so I suppose I'm not playing this weekend. If anyone finds it working, could you reply to this thread?

Confirming that this NPC is still bugged on Gilgamesh. Local time is 11:59pm on friday 24 January

I can confirm that as of 12:34 AM CST on January 25, that the NPC still is not working on the Gilgamesh server.

The emergency maintenance seems to have fixed the problem; I was able to finish the quest and move on.
