Benediction delay and CD needs to be fixed

I have a WHM I've used in end-game content and have NEVER had a problem with Benediction. Also, Lustrate has a much smaller margin of saving the day than Benediction does, period.

Lustrate saves the day far more often then Benediction does. It's much closer to instant and is generally all you NEED from an "oh no" heal, and is available 15 times as often.
