Main Quest After Power of Destruction

I have the power of deduction finished in my quest log, but the level requirements where too high for the next quest. After spending a few days grinding, I have returned with no npc available to give out quest. I see prior bug reports over this issue, but nothing recent so I'm submitting one today

Information:
Problem: I am unable to start "Secret of the White Lily" main scenario quest.
NPC: Aethelmaer (North Shroud, Alder Springs, Fallgourd Float, (19,25))
Quest Complete: Power of Deduction
Quest Needed: Secret of the White Lily
Time: 1:29 cst
World Name: Gilgamesh
Character Name. Volkert Fiendling
Class/Level: 30/Warrior
Party or Solo: Solo
