Yea, there are definitely situations where it finds use. Though it's generally not that needed, I would say there's no reason to not have it there.
Why?
For example, on T5 your dps should be fine to take care of conflags without it. But if there's any confusion, then this move can make the difference (in such a short time interval).
You've essentially added a move when you've only got like 5(? forgot the count) GCDs to spare.
Same for any quick burn targets really. Like double jails, Titan heart, Ifrit EX's big nail.
The catch is, with good dps, you may not even get Mercy Stroke off. It's usually if a dps dies or something and you're trying to salvage that I find it shines.
But you always want to be prepared right?
Sure the dps that really struggles with burst damage situations should totally ignore the best burst damage ability they have... Totally not useful at all on T5, jails, jailors, heart, sisters, T4, soloing, and pretty much any other time a free attack that hits really hard could be used.
Just skip all cross class skills because someone else can fill those gaps for you.
Useful and required are two different things, saying it is required is a bit of a stretch.

While I agree its not essential it is useful. As stated, its oGCD damage (pretty high) with an attached self heal. Its useful on Turn II nodes, Turn IV all mobs (especially Knights/Rooks), Turn V adds, Garuda HM/EX, Titan EX. But where I really see it shine is Ifrit EX on nails. Its great for finishing the nail off and topping you off, letting the healers focus on others, at least for a few more seconds.
Essentially, its useful on fights with various add phases :P
