Story Quest "Ul'dahn Envoy" will not advance

Don't know about anyone else who is having this problem, but I would really need to see this fixed so that I can get the event items before they end in February. (just over a week to go too and can't complete it until I get the Gridania)
So please SE get this fixed.

Just an FYI, you can run to Gridania (but not Thanalan). Go past Camp Drybone into Southern Shroud and take first Choco Porter to Gridania. That's how I got my shantoto.

Is there any way to continue leveling while this bug is in effect? I just started playing yesterday and this is a really bad first impression...

I, too have been dealing with this bug. It's been about 4-5 days now, and it's starting to get a bit annoying considering the fact that I'm playing catch up with my friends. I hope they fix this soon or at least compensate us because of the time loss...

I received a reply to my in game GM request. They said they have 'escalated the issue of the non-interactive NPC'. No ETA, or anything. I'm hoping it's SOON !

Glad you were able to get a gm response the reply i got from them when this first started for my character was post the bug on this forum

Glad it's been put forth to the devs at least.

And to the question on whether you can still level without completing this quest, yes you can. Fates, Hunting Logs, guildleves and even other classes are already unlocked and you can work on those. You can rent a chocobo in Uldah and run to Gridania for the 3 battle classes there. The bug only locks you out of progressing through the main story line. Sadly, that is where most of the game's dungeon content is unlocked.
