If it's true that one person can be horribly laggy/have no skill and not hurt the dynamics of the party, why have people leave at all? I believe I answered my own question. Obviously what you do is queue with a full party and have 4 people leave. The point however is that it proves that 4 people can actually carry a fight.
In other words in a full 8 man one person can be a total flop and not ruin the chances of the party, assuming the others aren't garbage.
I must admit though, I didn't even conceive a 4 person party against Titan HM as an option. I thank you again.

Think of it like car insurance. Everyone pays a premium. However, a few subscribers that own a deathtrap for a car (speed/ping) or by driving like a maniac (poor skill) can drive up that premium for everyone/effect the insurance's service quality. It's like saying "I'm just as good as you are at this game because I pay the same amount as you do." No. Just...no.Fact is, people with high ping pay the same identical sub you do. And while gearing up is part of the game progression, ping has nothing to do with it. If anything it's Sqeenix's fault for catering to the whole world while only having servers in two locations. So I doubt they'd penalize people even more for that.
I am not without empathy. I do agree with you that there needs to be servers in more locations so that players are not forced drive the metaphorical "death trap car." Perhaps Squeenix is reading this post and getting the idea? You listening SE?
