Broken Quest: With a Little Elbow Grease

The quest seems broken. The quest should be completed; however, there is a red icon over his head and when I try to talk to him, the pop-up window comes up to choose between the quest, "Small Talk", and "Nothing and I can't progress through the story and been waiting 5 days for help.

You can purchase the bronze ornamental hammer from the Merchant & Mender in Camp Drybone.

Also its a level 36 quest make sure you have the level.

If you already completed the above then I have no clue and good luck with the fix make sure you talk to him with a level 36 job.
