These are strictly Dungeons, meant partially for leveling up, so yes only one group of 4 or 8 can enter the dungeons at once. These aren't meant to be endgame content that requires an alliance of 4 parties to beat.
I'm pretty sure he was meaning like Dynamis where only one group could go in.
