I think he meant that he thought a game should have at least 3 dungeons on launch, and since the original team had none of that the new team is starting from scratch.
I believe his hope is to get us stuff to do as soon as possible after laying all the groundwork down.

Uhm so... 1 dungeon for r25 ppl and 1 for r50 and they have a limitation on the number of groups... well if I thought the dev team don't know what they are doing now I don't have any doubt...
Besides we can't say it's gonna be a big deal, with the current population I doubt someone is gonna have to wait to enter a dungeon...
My only problem with this is that they have stated that Dungeons are supposed to be a viable EXP substitute for the Guildleve linkinge EXP parties we have currently. To be clear, I would bet all the gil I have that there will be no waiting in line. FFXI managed to pull off assaults without making groups wait, and this looks to be the exact same thing. Why anyone would think they would make people reserve a spot or wait in line is beyond me. I think some of you all should take a deep breath and relax. An instance is an area created specificly for one group. They could generate dozens of the same instances at once and manage them all with little to no effort. Thats kinda the whole point..........

Server capacity dictates an ultimate number of simultaneous instances, and while it is rare, on many MMO.s you must queue sometimes if they are full (even on wow especially on patch days with a new dungeon you sometimes have to wait for an instance'd dungeon even with a full party because the server has created its maximum number of instances of that dungeon).
For exmaple, instanced content on lord of the rings online is approx 250 instances at once.
No one is frustrated with this part? Really? Waiting in line to enter dungeons shouldn't be happening anymore these days...The reason why there are various limitations is due to the problems with instance occupation and content occupation. I have every intention of wanting to avoid making people wait in line for instances that are occupied by parties that do not meet the number of members or rank to be able to clear a dungeon.
Limitations? What there aren't enough servers? No monies for servers? These dungeons don't have to run on the same servers as the "World" servers. They're instances...
