It caps at 400 because that's the maximum value of GP without any gathering gear. When you switch from DoL to a non-DoL your GP value can only drop as low as your max GP. If your non-DoL happened to have a GP-oriented gear set and you switched to that and then back to your DoL your DoL class would start with more than 400 GP as long as you had more than 400 GP before you made the switch.

Ah, that makes sense. It's been a little while since I had the minimum GP allowed.
