    This issue is almost always local to the player.

    It is typically caused by some sort of interruption of the patch download causing a boot file to become corrupted.

    There are two known ways to fix this.

    1: reinstall the game and re-patch....Yeah, the long fix.

    2: ask someone who patched successfully for a specific boot file for you to download and update in your game folder.

    The latter of the two I have never personally done, so I do not recall the specific file name (nor whether SE wants us to even do this).

    You shouldn't need the "game" folder. You should only need the "boot" folder. The corruption (or R/W permissions conflict) is the cause of the version check issue. Windows checks your user permissions when opening the launcher where sometimes Windows will think you don't have access to R/W (when Windows, not you, should be R/W) and throw the version check error. I've done it both ways. The less involved way is to uninstall and redownload the whole thing. The faster way is to pull the boot folder from reddit, mark yourself as R/W of the entire C drive and drop replace the good folder with the bad.
