its not a content patch.. more a bugfix and removing things we done wrong patch.. should'nt even be called 2.15 IMO

No, they didn't. They are using a very standard version number convention.
x.yz - X = drastic revisions to the entire software / expansion packs etc. y = Major content patches, z= minor patches. emergency hotfixes are unversioned updates.
Obviously they use build numbers internally instead of the patch version number; but the patch verison is intended to be easier to understand to the end user, compared to Build 374612.

Contents are mostly in main patches. 2.15 is a sub patch. In sub patches are mostly fixes, balancings and things that was not 100% finished for the main patch.
Maybe it would be mor clear if they did the patch naming like in 1.0 and called it 2.1a
