I've yet to see this. I do however see people not using Legacy Controls that can't dodge for crap. Player skill = player skill, no matter the form of control you use. Everyone adheres to the Global Cooldown.

Like I said, I use Legacy. I'm not saying Legacy players are bad, I'm saying that every time a legacy character moves their character they aren't auto attacking.
A casual player won't see the difference, but after some fairly extensive parsing, I parse approximately 5% higher on target dummies with a basic rotation on standard. That's equivalent of adding a second fists of fire. In over 50 tests, I have never ever parsed higher on legacy. Never.
In fact, the only thing that DOESN'T adhere to the GCD is auto attacks, and thats where legacy is missing out.
