I spoke with a representative name Pete at Level 3 and he explained to me that your ISP should call them to report the problem, as your ISP is the one who pays Level 3 for access to their data centers in the first place.

If your ISP doesn't seem to think they should do it, keep going up the chain until you find someone who will. I had to do that with Bright House, I ended up speaking to a supervisor who passed my info along to their engineers.
