Seems to be working fine to me. Just like the craft rolls in this game, which some people also claim to be broken. It's a simple 1-100 RNG as random as most of those computer generated types get.
Everybody saying they see (insert item type here) drop in overabundance with an absence of anything else is just anecdotal evidence. I suspect that if you put it all together you'd probably see very evenly-spread results.

I do 10-20 CT runs every week to get the piece that i want. Last week i had to take the bard chest instead of the helmet, saw mostly MNK/DRG/PLD/WAR items, finally got it this week after 8 runs.
Please SE, give us at least loots matching classes in the party, i think 90% of the items dropped are going to oblivion.

I usually see Healer/Warrior drops.
I don't know why I keep replying to this kind of posts, but I'll give the usual answer : learn probability et simple logic! 10% chance doesn't mean that if you do 10 runs you will see each item once (and exactly once). It means that on millions of runs, the 10% may be more or less true. It is just simple logic! You can't think that "on 10 runs, I didn't saw my item, so it is broken". The logic behind probability is simple, just deal with it!
The fact that you need thousands of runs for any sort of reasonable sample size means that no one can argue one way or the other. Yes, or the other. Remember the Turn 1 Coil loot problem and how everyone defending it was saying the exact same thing (RNG is RNG, long term averages, etc) when there was, in fact, a problem? As someone who majored statistics, my pride won't let me admit the RNG here is stupid
... but the RNG is really stupid.

Lvling Monk and getting Monk pieces before loot is 'fixed'...

99.9999999999999999999999999999999% of the time I see DRG and MNK drops in CT. Last coil run it was all DRG and MNK gear.
