Duty List does not stay anchored

Steps:
1. I log out, with the Duty List HUD Item in the position I like it to be in.
(This log out can be disconnect, log out, or exit game, in a dungeon, in a sanctuary, etc. it seems to happen no matter where or how I exit the game)
2. Upon logging back in, the Duty List will have shifted its vertical position up or down by a variable amount. (Horizontal position does not change)
3. This has been a regular occurrence for over a month, possibly since before the 2.1 patch. (I cannot recall) This issue only happens upon login, the list does not change positions during play.
