Quests not working

So i guess i was to specific for the devs to understand this so ill have to dumb it down for them. I was seriously just asked to put the world the name of the npc and the location after doing so the first time. So im just gonna copy and paste my original post
Time: 9:40am
Frequency: Last night and this morning
*World name: Midgardsormr
Character name: Wolfbane Dakwhil and Zantah dakwhil
*NPC name: j'nasshym and Totonowa
Monster name:
Class/Level: level 10 GLA and 14 MRD
Party or solo:Solo
In-game time:
Area and coordinates:the Octant in Lisma and Horizon
Steps:
1.First happened last night when i was playin on my MRD. Got the High Soicity quest. Had to collect the package from J'nasshym. I clicked on her and nothign happened. Tried it for an hour. No red text. No locked symbol. Nothing just refused to register i was clicking. So i re-rolled as a GLA
2.Happened again this morning on the Leves of Horizon quest. They just stood there as i clicked on them and they didnt register im trying to talk to them. Both times this happened all it would do is black out my skill for a second and then nothing.
3.I logged out both times on more than one occasion, tried zoning, even did a few quests hoping it would fix itself. This is really getting old.

I dunno what the issue was i felt i said everything correctly and gave exact information. Unless this is their way of sayin "Oh we dunno whats wrong so repost and we will give you the run around"

However, the NPC Totonowa for the second quest you are trying to report is related to multiple different quests and we cannot provide proper assistance without the name of the specific quest. We may or may not receive a response but you can check back at a later time to see if the quest for "High Society" has been fixed.
