If I may, I'd recommend you wait a bit for Fantasia to become available via the Mogstation (I'm pretty sure they confirmed this) and leave the one time restoration for a worse kind of mistake. It really is a one time thing so if you use it now that was the only time you'll have been able to use it.

If they don't restore it today I am going to delete my character and re start a new, I will lose all my af2 / relic+1's/ ala gear and all my x mode clears as well as everything I've worked hard on but I will do this today. My sub is running out and I am not paying to play a female character and I don't have the time to wait for it to come out on mog with this situation because who knows when that might happen and there's no release notes of it thus far.

I was asking for a 1 time courtesy on the (fantasia potion) restore, that means I would not be able to ask for another restore on a fantasia potion which I think is very fair.

You do realize you can just create another character, and keep the existing one until you can get your fantasia.

If you are just going to delete your character and start new, then this may be the best way to go. Just a suggestion.
