The main problem is not only the texture resolution (which is decently high). Without being able to look at the actual flat textures I can't say for certain, but it looks to me that the color overlays/cutouts (that changes with the effect of dyes, etc.) are not anti-aliased in the native game engine, making those regions jagged and mostly terrible to look at. The worst offender I can think of is the WHM AF2 with the red spike detailing.
To be honest though, while I don't care for 4 out of 6 CT sets being recolors I thought their quality was pretty good. I don't think anyone can complains about the caster sets.
The reason they, and every other visually represented armor and weapon, look like they do is because of the downscaling that went on in the conversion from 1.0 to 2.0. 1.0 was very graphically demanding, you needed a PC more powerful than was needed to play a Crysis game just to 'break even'. Yes, they may have been a little zealous in the downscaling, but thanks to that you can play on a contemporary PC without having to tone anything down. I noticed the pixelated textures in the Beta, well before Crystal Tower, but you have to give a little to get alot.

Design-wise, the only bit I specifically dislike is the Bard hat.
I get what they were going for, but it ends up looking awkward and hobo-esque to me.
Plus I wouldn't have made it white... So tired of light colours...
I love the look of the CT Bard gear personally - makes me look like a peppermint pimp!
I hate the stripes on the WHM gear. :/
I think I just hate stripes in general now that I think about it...
But the Crimson gear looks better because its red and black...

Yes, DX11 won't raise texture quality at allI'm certain this is why we'll never be able to dye this gear. x.x Their laziness in designing different models is frustrating. (On a lighter note - I love the shoe model for the CT cloth gear...)
Regarding low resolution textures: Wasn't there a dev post (or a Yoshi post?) a while back that said they did not plan on increasing texture quality, even with the DX11 package? I remember being disappointed by it, but I can't recall where the post was.
