Nope, and no MMO I know of does. You can do a chargeback but it will get you banned from the game (actually, it will probably get you banned from all SE MMOs)

oh well, looks like they get 30 more days to try and change your mind.

I got a full game and cash shop refund for Guild Wars 2.
Sub refunds from wow, rift, tera, eq2.
SE is the only one that I have played that will not. That is unless the purchase was fraudulent or criminal.
