Well thank you for your input but this is rediculous. The fight is i57.... How is an i70 weapon NOT good enough? Also, i do believe the Garuda weapon is like 1 damage higher than my current weapon.

I think you're missing the point they are making.

They are saying Garuda is good practice to work on dmg output against Titan's Heart, because of the phase in Garuda where she summons 2 clones of herself.

You have to knock them out fast before they reappear in the middle and do a devestating attack. if the group you are in and the dmg output you provide is good enough then both clones will be defeated however if one still remains and does it attack, it just means you need more practice working on your rotation so that you can provide a better dmg output against Titan.
