npc's should not give anything thats gear period.

Uhm, no. They absolutely should, as long as it's more expensive than buying the same item made or found by other means. Otherwise you have every newbie (note "newbie" means new person, not "noob" which usually means "bad like a new person but isn't actually new") asking where to get their gear.

I remember when Asheron's call II (a game that died in less than a year) tried to create a world with absolutely no NPC vendors and have players make everything. It didn't work. At all. And it was one of the primary reasons for the game's faliure.
