    Essentially, the ruling is that unless 3rd party software modifies the game data or directly affects the client, use of it does not violate the ToS or break any rules.
    Note however, the use of the traditional disclaimer "use at your own risk" - basically, if you banjax your PC somehow when using a parser, it's your own darn fault and not SE's.

    Most parsers only gather log data, they don't modify files or gamedata in any way. Even if a program "hooks" into memory to gather information, it doesn't don't modify game data as long as the link is read-only.

    However, there have been isolated instances of GMs disciplining people for using 3rd party software regardless... note the statement "Use and advocation of third party software is a serious violation" - which conflicts with what Hvinire states above. So it appears that there is a conflict of opinion within the ranks of SE over this (though personally, I'd be more likely to believe that the GM has it wrong here, since the folks in the trenches generally aren't the ones that are 100%-up-to-speed on company policy)
