Main story quest "It's probably pirates" broken

World: Midgardsormr
Quest: It's Probably Pirates
NPC: V'mellpa
Location: Limsa Lomisa Lower Decks

The quest npc V'mellpa in lower lominsa at lominsan docks is unclickable.
This is needed to progress in the main story.
When you click on the npc, they do not talk to you.
Nothing happens and your hotbars light up funny.

Tried logging out and back in, tried zoning to a different zone,
tried rebooting system turning power on and off, nothing solved the problem.
This happened after the last emergency maintenance.

I'm experiencing the same problem, also on Midgardsormr. NPC just doesn't react to any interaction. It's preventing me from continuing my Lancer Progression, which is frustrating because that's the main class I want to focus on for my character, instead of just wasting time on other classes waiting for this to be fixed.
