Unless there are some numbers on Parry thresholds for Warriors and NOT Paladins I personally mix in a 1:1 ratio of Det versus Parry. Why would SE weigh DET 2/3 compared to every other stat. It must be doing something that we don't know yet.

There are no thresholds. All stats give benefits in a linear fashion. The reason people talk about STR tiers is because the display when you parry an attack is rounded to an whole number. DET has a larger effect on your damage output than other secondary stats, so it is weighted higher.
Because it contributes more to damage and healing, on a point-for-point basis, than crit or skill speed. Keep in mind, Determination is a linear contributor while Crit and Skill Speed are multiplicative percentages, which means that their value diminishes the more of it you get. As such, Determination becomes more valuable (comparatively) the more Crit and Skill Speed you get.
Something to remark on though, since you're getting rid of Parry for Determination, you're making yourself require more healing over the long run: Determination increases outgoing damage and healing. While the tooltip is somewhat poorly worded, it does nothing for incoming healing and, as such, for tanks, it is a purely offensive stat. Parry rating is the only "defensive" secondary stat that we've got, which is why BiS set ups are so focused upon maximizing it.
