I'd guess the reason it pulls up lower level duties more often is because some of the people registering for the roulette are also lower level, meaning those duties are the only ones they qualify for. Only the higher level people would be qualified for the higher level duties, that is.

I've never actually had this happen to me yet (that is, joined a roulette where all 4 of the participants were synced down), but I'm thinking what you describe is the exception rather than the norm.

It's not. It's so unexceptional that they're fixing it.

Currently in the Duty Roulette system, the lower level dungeons are being selected more often. However, for patch 2.15 we'll be looking into making system changes that will affect this. While the main focus will remain on prioritizing selection of content that is lacking players, we'd like to make it easier to do content of a wider level spread.

Does anyone have a link to the 2.15 patch notes? I only see the announcement that it will be on 1/21/2014.
