Agree that crafting shouldn't lead to highest gear. Absolutely. However, I think it should at least be on par or similar to something 2nd or 3rd. Perhaps, via crafting, you can come up with similar main stats but unique secondary. Allow for crafting to be at least iLvl 80..
It would give me a reason to pursue a craft or save up money to spend on the crafted gear. It didn't take long to hate CT. Given the option between 1-2 day craft grind or taking my chances in CT for a single drop, I would opt for craft grinding.

Just bring back the materia system from 1.23 (gear get destroyed if the meld fail) and combine it with 1. forbidden materia = character bind
Luck and no money involved (except for the materias) like dungeon gear, problem solved
