Doesn't the DF pair you up with people from other servers already?
I'm going to venture a guess that OP meant "Why can't we use Party Finder cross servers?"
As others have said, Duty Finder is separated by 'server groups' (for lack of a better term). Every 'group' has its own special name. Because I am on Hyperion, my DF group is known as Primal. I get matched up with people who are also from the Primal DF server group, and ONLY people from those servers. Server groups are there so that there is less straight on instances.
At first they were all together, they had to change it in two groups and then in progressively more small groups because the strain on it was too much and DF always crashed.
Yup, tried this already.
It was terrible system and no one could do anything. Even Quest instances would crash.
I imagine they could allow querying of other DF Groups if no party is found for your dungeon within your group. No tanks queued for Brayflox on Aether group? System pings Primal and so forth to find you a tank. It probably wouldn't help waits on the more popular dungeons but it could make a difference for things like story Primals where even a tank can see a wait time.
Yes it used to be across like other have said, now sadly it is not.
It could very much explain now why dps wait times are so dreadful
