I understood it. It's just that my experience hasn't been the same as yours.
My guess is you won't see a mid-level roulette for two reasons: they don't want to provide another easy tome source, and they don't want people to stop doing the low level one. The reason they added it was to help new low levels complete early content. That's its purpose.
Another thing would be to have an option to change to a class or job depending on the level range of the dungeon. If you queued up as a Dragoon or Lancer, you can only change between the two. I know changing classes/jobs is against everything that is holy in SE's world. But it would be nice, once everyone was inside the dungeon and done watching the cutscenes, if there was a 10-15 second window where everyone was still locked in the beginning ring where you could swap job/class. That would eliminate the problem without adding a second roulette.
Just the ramblings of a mad man.
MANTASTIC: I got 1017 problems, but playing FFXIV ain't one.
Llyren: Lala Tanks hit point density levels attract small planets

Except for Titan once, I've never gotten anything higher than Halatali since Roulette's inception. It is almost always Copperbell for me, and sometimes it has all Lv50s in it too. I want your Roulette. ; ;

While I would love to get a Mid level DR it would potentially make the low level a ghost town especially on servers where most of the players are above 30. As it stands its ok seeing as the boss exp and bonus scales with difficulty with Satsaha giving the most exp upon beating the boss and from there gets progressively lower. Though one could argue that the mob kills and boss basically even up at some point. But nothing beats getting 200k+ from ifrit in just 8 mins.
I think the roulette should randomly put players together and then select the highest level dungeon that group of players can run.
So if you have 4 players, level 45, 38, 35, and 16 - then sastasha seems the obvious choice. If you have 4 players at level 45, 38, 35 and 32 then I don't see any reason it shouldn't put that group into Brayflox. However, I've had many roulettes where all of the players were above level 30, in jobs, and still placed in sastasha. This seems senseless to me.

THANK THE TWELVE
Seriously, when I get something other than a starter dungeon from the low level roulette, it gives me the same level of happiness as I'd get from winning a primal drop.

Why would it?
Any level 50s running it now for Tomes, when still run it, if it keeps the same payout.
I would think it would be the same for pre-50s, who are running it for xp. Actually more likely for them, since the bonus xp amount scales with how over leveled you are for the Dungeon. Only real change is you wouldn't get people running as jobs in the low level one.
I agree that there needs to be a Mid-level DR that includes all 30+ Dungeons.
Also I think that Cape Westwind, should join all the other 8-man main story quests. In the Main Story DR.
