Limit on withdrawal from dungeon queue

The wait times would be longer but I have a feeling both of you would prefer waiting than getting the guy who wanted to squeak in an easy and quick clear, right?

I'd rather that guy calm down and just take the group. Letting people choose only in progress groups is going to lead to more leaving and we'll STILL have this problem because this hypothetical guy you mentioned is going to insist on getting into a 3/4 group or something like that(Assuming you can see CT progress like other dungeons).
