You never did, really. I rarely do FATE parties and I always get gold, unless I show up late. Even then I often do. FATE parties just make it easier. But it was always possible without one. The biggest benefit is the exp you got from party members' kills.
Collect-the-bottles leves are really fast, too. The mobs that spawn leash from bottle to bottle if they're far enough apart (and if not, you can just run a little farther), so you can just ignore them completely and grab the bottles and be done.
I have leveled my dragoon to 40 using LLDR and GH...one a day. I get the first three dungeons or ifrit. This does not teach me how to play dragoon because I only have a few skills at that level.leves and dungeons, hopefully this breeds a new generation of better players. i'd much rather group with someone who has grinded out all 50 levels in a dungeon and knows their job/role inside and out as opposed to the FATE grinded derp who knows nothing beyond spamming aoe's
I started throwing in a higher level dungeon outside of roulette to give me a chance to practice.

you know, you dont have to use the roulette right? you can join a dungeon just by clicking on it in the duty finder... so like that means you can level up exclusively in dungeons. go q up for stone vigil or aurum vale.. you will see very quickly if you have learned your class or not. in my opinion both of those dungeons are far more challenging than any of the 50+ dungeons.
i lvled my tank from 1-45 exclusively in dungeons.. ive only been playing a tank for about a week, i can already say with utmost confidence that i am a better tank than 75% of the goons i meet in df who were probably fate grinded. i can say this because prior to tanking i was a healer, and i cant even count the number of times ive died because of inept tanks not having the right skills or not knowing what their skills are "derp why do i need to flash that doesnt add to my dps"
The most fun is dungeons, but if your in a hurry then idk I play games to escape work
Leves are pretty good exp now, and the duty roulette is great for a quick burst of exp each day. I rarely do FATEs anymore :/
Going just by the title, I'd say the best way to level up is by doing what you actually find fun. Anything else is missing the point of a game.
Going by your actual intention, which would be "what's the fastest way to level up now?" I'd say your question has probably been answered already by others.

The low level Roulette has been great because I have so much other stuff to do on my level 50 characters, that I can also throw in a level per day (normally) on my alt just by doing a 30-40 minute dungeon run.
I've been doing low level duty roulette with my lvl 21 thaumaturge and I get an extra like 30,000 exp points for using the duty roulette- it's insane.
Once 47+ you can create an xp group and farm first room full clear of trash up to boss and since remade group can leave and re enter. 10-15 minutes avg I would say and 70k xp about per run with rested and lvl 50 bonus. Till then several things.
Leave quests find the escort quests. 10-30 seconds a run max xp at max lvl setting is optimal. Example lvl 45 leave quest in Mor Dhona is 10-15 seconds for the escort about 18-19k xp and 500ish gold.
First time runs on guildhests are an abundance of xp for that level. 2 of them every 5 levels from 10-40.
Dungeons without daily are still very good xp and comparable to fates. Also if you choose appropriate level dungeon its good learning tools as mentioned and there is a dungeon every 3-4 lvls after Sastasha-Copperbell (Halatali, Thousand Maw, Haukke, Brayflax, Sunken Temple, Cutters Cry, Stone Vigil, DD (forgot name) and Arum Vale.
Of course also Fates.
