It is fair to say that if you don't click PASS within the 5 or so minutes you've given it, that you have no idea the loot was there OR was being a selfish person and the game is nice enough to give you a greed so you can actually have a chance to roll on it.I get carried away sometimes and forget to click 'pass' on loot that I don't need. It happened to me Twice when I get the item from the chest that I don't need when the timer expired and get item lock out for a week.
It is fair to say that its is Common Sense that if a player does not select an option for the item from the chest then %99 of the time that player does not need the item.
It is frustrating and happened not only to me but to most players. I hope there is a plan in place to resolve this stupidity.

It's obvious why they didn't implement it this way - way too easy to abuse, if SE wants to be serious about the one-per-week limit. Essentially, it's guaranteeing that one person each run gets a freebie, and it would be all-too-easy for participants to arrange that the free drop goes to someone who needs it.I have nothing against getting the loot nobody wanted... but it shouldn't count against the weekly lockout. If I got the piece of gear because everyone passed or left the instance, I should be able to just save it in case I level that job., or to turn in for Grand Company seals or something without being loot-locked.
No, the "no lot equals pass" thing is definitely the way to go, if they're going to stick to the one drop policy. In the meantime, folks, be sure to pass. Honestly, for ANY event, not just CT, you should be in the habit of passing stuff you don't want. It's all too easy for drops to be lost because folks zoned out or teleported without realizing that the stuff they wanted hadn't dropped yet, due to others in the party neglecting to lot or pass - and even if they DO realize, you're just wasting everyone's time, since they can't leave until the treasure pool empties. Lot or pass. Always. Immediately.

Seriously...? I've never had this issue and I'm on PS3. I've also queued alone (and not had this problem)...
2.15 will be out in a week or 2 weeks.
If loot auto dropping to you didn't count towards the lockout, then nobody would roll on anything. People would just run repeatedly and let everything auto fall.
The ACTUAL CT loot issue (that is, the last person to leave sometimes getting stuck with loot they don't want) is supposed to be fixed in patch 2.15.
The solution is simple. Instead of counting no vote as accepting, count it as passing.

should be auto pass if you dont need or greed

Can't say that it's ever happened to me, but perhaps I may take a different point of view than you. I assume that somebody wants that gear, so I roll or pass immediately because I wouldn't want to wait for someone's roll to time out and I expect that someone else wouldn't want to either.
Basically, OP, you're saying:
"I shouldn't be held accountable for things I forget to do" (Like pass on loot)
Right.
