Have also noticed most the time that by the time you actually finish a BR, you could have probably done more damage if everyone just continued spamming attacks and weapon skills.

I'm not so sure about that, on NM I have done a Chaos Thrust that worth 6 times my Chaos Thrust outside BR by going last in the queue (Weaponskill/Magic). It doesn't apply to every queue, but generally the later your attack is in the queue the more powerful it is.
