Tanks Who Constantly Queue and Then Withdraw Trying to Get in Progress Instances

True, neither is being the first to leave a duty, yet you get a 30min penalty for doing so.

It has also been repeatedly explained how this withdraw spam does indeed slow your queue.

The solution from 90% of the responses here would leave 99% of the population banned from the game. Seriously, tell me that you haven't queue dodged for one reason or another. I will laugh in your face. "ODIN UP!" "Dang, duty just popped. Let me cancel it!" / "Oh, duty popped but so did that Unspoiled Node that I have been waiting for!" / "Ah, the daily FATE just popped!" / "I can go microwave some food and get a drink while I wait. Shit, I just missed the queue." / "Oh, you need a tank for CT, hold on let me withdraw from this duty."

That is different from hitting withdraw repeatedly, looking for a good in-progress CT.
