Agree with OP's sentiment, but not his suggestion.
Make the in progress queue separate from the normal queue. If you have no intention of joining a run from the start, click the 'in progress' option.
Players who keep withdrawing need to realise they are negatively affecting the play of others. Those others cannot switch to another class to do things like gather in the meantime because their DF pops every 30 seconds or so, but they won't actually get in for another 15-30 minutes.
The problem is that there are players that ONLY want to join "in progress" even if they have to wait 30 minutes to get into a group like that.
The logic is flawed today since the queue puts together "in progress" and "new" in the same pot for faster pops.
They should separate the queues. If you want to join "in progress" you will never get a pop for "new dungeon".
They either need to add a 3 min lock-out after withdrawing 5 times in a row, or they need to just make it so "in progress" only finds groups in need of the missing role.

Really? We're solely blaming the Tanks?
I'm a tank myself (never ran my other classes in Dungeons or Guildheists) and my experience is with DPS repeatedly withdrawing from the queue, its maddening.
I dont think they should be a punishment though, just after 3 withdraws their locked into doing the instance - no "Commence" or "Withdrawn" option just dumped into it.

This. I can't remember a single time a tank didn't accept, it's almost always a dps. I typically queue as a healer, though sometimes as tank or dps.Really? We're solely blaming the Tanks?

I queue as a tank or dps. The offenders are generally tanks/healers. Those classes are the only ones that get instant queues. It's not that dps classes wouldn't be doing this if they could. Unfortunately in most cases, if they drop the queue they must wait for some time to try again.

Why separate the In progress and fresh start queues? When I roll as a DPS, I prefer to have them both because it could mean getting a faster queue in some circumstances. You separate the queues, you'll have more people complaining.

It's also completely my right to harass 23 players just because I can play how I want, amirite? There are others with limited game time as well, it's not just you. Withdraws waste their time.
