Hot Keys and Gear Sets not saving

I am having an issue where the gear sets and hot key configurations I am making are not saving when I log out of the game, everytime I am logging back into the game I am having to redo the key setups and having to re-equip my gear that I am using on my gear sets as they seem to be rolling back to older versions I have previously used.

Time: Throughout the day
Frequency: Always
World name: Moogle (EU)
Character name: Marcelloix Nellemond
Class/Level: Archer/ 30
Party or solo: Solo
In-game time: Throughout the Day
Area and coordinates: All over
Steps:
1. Login to game and place all skills into hot bar locations and replace all gear into their gear sets.
2. Logout of game or exit.
3. Log back in, skills and gear sets have rolled back to older versions.

This seems like corrupted game saved data - check in C:\Users\{your-PC-user-name-here}\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn\ folder for subfolders starting with FFXIV_CHR004000** - data in the one specific for the characteer might be damaged or the game is unable to save to that folder for some reason.
