Magitek Research Facility is actually already in the game - it's part of the Praetorium (the section where you tromp through the cranes on magitek armour). That artwork though I'm pretty sure is actually of the
Praetorium post-Ultima being cast in the final battle - hence why it has the platform in the centre and the flames surrounding it. The artwork is just mislabelled in the artbook I think.
