Regarding saving your Firestarter proc to start your next rotation.

If you're using Scathe in your rotation as your filler, you can Transpose during the GCD between Scathe and Fire 3.

Timed right you still get full MP as well as being in AF1 for the Firestarter proc.(thus not wasting the proc on an UI3 buff)
