So probably the same multiplier as OP but at 300 potency vs 120.

Steel Cyclone isn't 300 potency. It's 200 potency that ignores the 25% damage reduction, which is a 33% increase in damage. It's effectively a 266 potency attack, not 300, so it hits about as hard as Storm's Path.
