You must first complete the main scenario quest "In Pursuit of the Past".
Then you can unlock Sylphs daily quest from Vorsaile Heuloix in New Gridania, Amalj'aa daily quest from Swift in Ul'dah - Steps of Nald.

They're actually randomized per each tier of reputation, but you will run into a lot of the same ones.

It's actually about 4-6 possible quests per rank but you are given a random set of 3 for each rank, each day. You will see some repeats but generally you get some variety day-to-day.

It's not a bad thing to do if you want the mount and have time to kill here and there like waiting for FC members to log on or are waiting on a queue. They also very helpfully fill in the XP gaps in the mid-late 40's.
