I would say Dhorme Chimera is the best example of this. (prior to find the sweet spot for Dragon's Voice anyway) You don't ever quite know what he's going to do, except at certain health percentages.Well the point is to hit a sweet spot where you can comfortably learn and know the fight, but the fight doesn't become TOO mechanical as in someone figures out the most perfect way to do the fight undisputedly. You need some X factor, but you still need a line of good/experienced and poor/inexperienced play.
Fights like the extreme Primals would still need very strict rulesets if you were to randomize their abilities. For example, can't have Wicked Wheel more than once every 15 seconds and stuff like that.
Well couldn't they come up with a rotation that the next thing the boss does is say a random selection of say three moves and so there is a little of knowledge of what possibly could happen but you would know for sure which one.
RNG bosses + FFXIV lag issues = mass subscription ending.
Titan HM would be become a nightmare if he did random abilities.
double wheel needs to be semi-predictable because it will 1 shot almost anyone without preparation. Its already bad enough i have to block a semi-random attack with a 6 second mitigation buff
So let me get this thread straight...
When fights first release people throw themselves at it numerous times in attempt to "learn" the fights so that they can finally down it. (I believe this is the point of all mmos)
After learning, they run the fight ad nauseam for the loot.
Then later complain that there is no randomness attributed to said fight that they so eagerly learned two weeks ago.
As a core player of this game, I dread the day that I finally get to a fight that has been out for weeks, after doing my homework in eagerness to be prepared, only to get hit with the "that's just how the cookie crumbles" excuse when I die.
Oh god first post I agree with Onyxys. But the devs would have to add limitations so certain abilties can't be "spammed" and result in unfair situations.

Oh yeah, don't forget about someone spending months to learn the encounter then someone get lucky with RNG and get through it within a day or so. Said person will come to forum QQing about how it's not fair that he has to learn the encounter while the second person got lucky. Can never satisfy everyone.
They should just take bosses and assign each skill a cooldown with a length that reflected its effectiveness, and have the boss randomly cast an available skill after a random amount of seconds from the start or from the last skill used. They could even put in minimum/maximum second limits to ensure the skills don't happen too fast or too slow.
But how would you give the algorithm the freedom to pick an initial skill and it not pick an highly effective, late fight skill. I mean if Titan could mountain buster right after the tank runs in that conal aoe could wipe the party. I mean for extrapolation lets list the skills and figure out how much randomness we, the devs, will allow for fairness. Bombs circle, Bombs line, Bombs cross, Weight 3, Weight 5, Landslide, Gaol, Mountain Buster, Tumult 2, Tumult 3, Tumult 4, Tumult 5, (the jump move that changes phases; dont remember the name). Im not being sarcastic, I think this could be interesting to see what posters come up with.
