Because of the vertical progression ideal that's popular thanks to the carrot effect it brings, XI used to do this also but it was to a way lesser amount to the point where you didn't have to replace anything if you didn't want to(changed when they decided to follow the "modern" route) , XIV (1.0-23) also followed XI but that changed thanks to ARR (-_-), GW2 did the same as XI/XIV but to a larger amount (everything was cosmetic when you were geared) but that changed thanks to idiots who wanted more carrots, so they went towards more vertical progression (Ascended BS)
I don't find replacing gear almost every month when a patch hits fun, but that's just me, only reason i'm still here is pure loyalty to my character from 1.0
